You should be able to get a 7600 or 7700X, a half decent B650 board, and 32GB DDR5 within 500$ USD
Step up to a 6700-XT, not much point in getting a 6650-XT because it's just inferior in value and performance
A 12th or 13th gen i5 would be a good upgrade. There's DDR4 boards available for either. If you were to go AMD, you may be limited to the 5000 series Ryzen CPU's, I don't think the 7000/AM5 CPU's support DDR4.
Although I would generally agree with 尺.し工几ᗪヨ尺 DDR5 is pretty cheap (about half as much when I early adopted) so if it's me, I'm going to jump to DDR5. Reusing your DDR4 won't cripple your system or anything, but if you end up having the budget for it. New CPU/Motherboard might benefit from some new RAM.
as for the 6700-XT, it's basically $600 cad out here
the 6650xt is only $305 cad, it's not really in the budget
not to mention the 6700xt is only like 20% ish faster

AM4 is probably in your best interest because LGA1700 would be too expensive to be worth it, even with DDR4, with AM4 you can almost squeeze in a 5800X3D if you go with the cheapest motherboard you can find for around 60 bucks and it would stomp most CPUs
I would wait for motherboard deals or try to find a used B450, B550, or X570 motherboard for a good price because the 5800X3D is worth the price

And be sure to be DDR5 compatible.
Someone already mentioned, your CPU is still ok. Overclock it safely. Thats why you own a K-series..!! Upgrade your GPU first, add additional 16 GB RAM of same brand, and wait for 14th/15th Gen.
You even own a sexy EVGA 80 GOLD 750 W PSU ..
Coffe Lake (8th gen) CPU's performance (IPC) should suffice to power (provide data to GPU) such a GPU without being a limiting factor.
I do not understand the suggestions of the other forum members of an AM5 or a newer Intel build. You'd end up paying more than 500 USD for such a build just to be able to enjoy your new, 250 USD GPU.
The biggest part of a budget for a gaming PC should be spent on the GPU.
The biggest downside of your current CPU is the lack of Hyperthreading; it offers 6 cores and 6 threads. For modern, more heavily multi-threaded titles, the lack of more threads hurts the performance.
If I were you, I'd look at the second-hand market for either a
- 8700k (offers 6 cores with HT) or a
- 9700k (8 cores without HT) or a 9900k (Coffee Lake refresh)
I'd heavily favor a 9900k. The CPU offers 8 cores with HT and its performance should be more than enough for an RX 6650 XT. It is compatible with your motherboard and I've seen 9900k for under 100USD.
Buy some good cooling for it.
Sticking to ddr4 is fine, ddr5 only really takes the lead on either very expensive or very fast heavily tuned memory, below that ddr4 is fairly equal or potentially faster, depending on the sticks, if you have some decently low CL 3200 sticks it might match the low priced ddr5 stuff.
