create a usb stick with os setup on it, and use that with the other drive unplugged
a clone tool can copy all of them to the new drive
or use the ms creation tool to make a usb bootable drive to do a fresh install win10
edit nvm it worked for one reboot and no longer
After turning on hit F12, if the NVME is in the list try selecting it?
from the research i brifly did, seems like if i just install windows with some other drive still attached, it will configure those two drives together and if that original drive is missing it just wont boot. this is a dumb feature.
I'm not sure how outdated this info is though since this was in the days with Windows 7 and probably even earlier. I'd still look into it if you really didn't want to format.

No, it only like messes with the mbr data and the stuff Windows uses to boot. It doesn't do anything else. Just don't mess with any other commands like format or something.
Ensure that do an "entire disk clone" and not only copying a certain partition; as WinOS will have multiple partitions that are needed along with the Boot/MBR which will never get copied if you do not use the "entire disk" clone method.
If the Clone Drive is not booting properly, again... boot back into the working OS Drive and do the entire drive clone again.
What clone app software are you using?
