What it could be?
Hm... faulty PSU, mainboard, CPU, missing connection, short circuit somewhere, faulty BIOS.
And did you try the onboard Intel GPU without PCIE GPU removed?
If still does not work after these, return the board.
Since u have taken the steps (as I would always suggest with any build) to try everything outside the case, can u please take and share some photos of the setup, so we can see the various power connections; etc.
Insert 1x RAM install DIMM slot #A1 and then when ready to power-on system, press the MemOK button on the Motherboard; located in the far-right-hand-corner.
When a board has onboard GPU and no RAM; the board should be spitting out a "no ram installed" type of error; or giving the corresponding audible beep codes for this, due to no installed RAM.
System must have a working GPU and at least 1x installed RAM to even boot.
