Oh, well I'd agree to just ignore him. Especially if he really said a 5800x3d+4090 is a midrange pc. Gonna assume the rest of your specs are pretty impressive also.
3200Mhz is more than enough for a 5800X3D.
You can squeeze out a few more FPS with some good Micron-E dies sticks, which you could push up to 3800/4000Mhz without a Whea-Logger but we are talking a few %.
People who own the 5800X and 5900X are able to play with PBO and CurveOptimizer (which I loved) but you cant OC a 5800X3D due the V-cache not being able to handle higher voltages than 1.3 - 1.35 V

DDR4 ram is dirt cheap now anyways.
To answer your question fastest DDR4 is 5333. And basically what I'm saying it just waste of money just to do it for the diminishing and return.
And not to forget that 4 modules will limit you on top of that.
