You can overclock the Ventus, it's cooling should be adequate and, if you want lights, you can shine a torch on it.
I've had a Ventus 2070 Super for 3 years and it's performed brilliantly, overclocked out of the box
But overall, yes GAMING X model is much better. Not just the cooler itself but many things under the hood you just do not see, but definitely matters.
RTX 4060, 4060 Ti, 4070, 4070 Ti tend to run very cool though compared to ones such as RTX 3080 or basically any of the RTX 20 series. They also use much less power.
