Single Channel is not going to affect the FPS that much. Something else is clearly wrong or BIOS settings aare fudged maybe.
Try using Dual Channel by only using DIMMs 1 & 3 or 2 & 4
Not all 4. While Dual w/ 4 should work, if one is bad then this limits you to 2 @ Dual Channel or 3 @ Single Channel. In which your best bet is probably 2x 8GB or 2x 16GB in dual channel.
Try each dimm slot and rule out the bad one, if any.
Also, to play cyberpunk 2077 better, you need a high end GPU like RTX 4080.

AM5 (Ryzen 7000) requires DDR5.
Since you want to keep to DDR4, I'd go for the cheaper variant of
> 5800X3D + B450* or B550 or x570 (depending on your I/O needs)
> 13600K/13700K + B660* or Z690* (CPU OC only on Z and I/O differences)
Chipsets that are marked with * might not work out of the box without a BIOS update. Ask the vendor if it is compatible or if they're willing to update or get a motherboard, which allows for a BIOS update via USB.
Both of these 2 combinations perform overall similiarly. 13th gen Intel has superior single-threaded performance (+35%) but AMD's 3D Cache can offset this handicap.
There are some games, which performances can scale past a 6C/12T CPU.
If the 5800x3D is your choice, you want to use the Ryzen Fix for Cyberpunk 2077 for substantially better performance.

You def. dont need a 4080 in order to maintain 60 FPS in Cyberpunk on 1440p and max settings. There are more than enough cards capable of doing that. (4070, 3090, 3080, 3070, 7900XTX, 7900XT, 7800XT, 6900XT, 6800XT, etc.)
And Im not even talking about using DLSS or FSR. I bet you could even get a steady 60 FPS on a 3060 or 6700XT with that. Game was released almost 3 years ago.......
