Yes both CPU and graphics card are better, GTX 660 Ti is lot more powerful card then GTX 650.
if your buying it, go with an i3 or pentium g for around the same price instead
better single core performance which will make gaming better
It'll be worse.
Ps the q9x50s overclock well 3.7ghz - 3.8ghz isn't uncommon.
for newer games you will want something better
