What all did u change and/or update exactly?
First things first; updating to 8.1 requires that you uninstall your device drivers and then go grab the latest ones.
After the forums here filling up with all this trying to point to Steam being the issue, I can easily say, it is Win8 and I honestly do not understand why it is occuring.
We seemed to be able to fix this by doing the following:
Uninstall Adobe AIR and Flash via Control Panel > Programs and Features.
Reboot...
Go here and install both of them fresh again. Make sure you run as an Admin when doing this.
AIR > http://get.adobe.com/air/otherversions
FLASH > http://get.adobe.com/flashplayer/otherversions
Download them, then click SAVE (not RUN)
Download is finished close out browser. Make sure Steam Client is closed too.
Right click them each (one at a time) and Run As Admin.
When both are installed, reboot.
If for some reason your Steam Client still has this issue, go to Steam Settings and change it to BETA. Steam will then restart.
But again since u updated from 8 > 8.1
You may find other issues at hand too (unrelated) but Drivers being clean installed is highly suggested for gaming setups.
