The only problem you have are the VRMs which are usually terrible on A520s
with demanding games
at low res and settings with high refresh rate display, yes cpu will bottleneck
at high res and max settings on demanding game, the gpu will bottleneck
pci-e 4.0 is only really needed when fewer lanes can be dedicated to the gpu slot or other devices
with only a single gpu and few lanes needed for sb, it will be fine with 3.0 or even 2.0

The 3080ti is very powerful and will definitely benefit from pcie 4.0 support. Maybe with like a 3060 it wouldn't matter too much, since I'm actually using one on a 2.0 bus but it seems fine with 16 lanes.
The 3080ti being so much stronger just had me doubting. It will definitely work and if there is a bottleneck maybe you wouldn't notice unless you had a metric display running during the process to see what your fps is or other things.
It's really best not to worry too much about these things because it can get rather obsessive if you let it. Sometimes it's best just to get want you want and just use it the way you want to.
Honestly if I had your setup I would get something like the Rx 6700 or XT or maybe even 6800. These will offer better value. If you go Nvidia you get ripped off. I got in the queue at EVGAs webpage during lockdown and got mine at MSRP. Still a rip off though and this is my last Nvidia card.
