Auto sync video from pc to iPhone or iPad
Is this possible ?

Guessing not.

Like automatically have video sync to my iPhone or iPad at certain times or based on when I come home ?

Can just use some sort of File Explorer app that allows you to connect to Shared Folders on your Home Network Devices; such as Macbook, or something like Windows 10/11 Desktop or Laptop. Just like doing network shared folders from one Windows PC to another over the same network.

Maybe if you use some file management app on PC and same app also for your iPhone/iPad to sync so when drag and drop file to folder that is designated to sync across cloud, or devices that be good way to auto sync things whenever you connect your device to your PC or when connect to wifi when get home auto does load from cloud.

Maybe like one drive, or something not sure as I don't do this tbh, so worth checking the apps.
