I am sure this all falls under part of the EULA, probably a disclaimer that Valve bears no responsibility for the maintenance and updating of the end user machine.
Most games which works on Windows 7, also work on Windows 10 or 11.
Windows 10 is already 8 years old, maybe it's time for you to upgrade /adopt.
If you can't adopt in 8 years, you won't be able to adopt in next 50 years.
No refunds for something you've used for years, either. And that's true in basically every industry.
Windows ME users didn't get any refunds.
Windows 2000 users didn't get any refunds.
Windows XP users didn't get any refunds.
Windows Vista didn't get any refunds.
Why do you think this time will be different?
You have, and continue to have alternatives. GOG installers work even on Windows XP. Many Steam games are DRM free[www.pcgamingwiki.com], meaning you can download them now and save them to enjoy forever on your ancient OS. There are also DRM free games on Itch.io and Humble.
Steam, meanwhile, will continue to evolve and update as time marches on. You can update along with it and continue to enjoy your Steam library, or get left behind. Valve honestly doesn't care either way, and neither do most of us here. The choice is entirely yours to make.
Between , in 100 years , no recent game would be playable . The CPU/GPU/RAM /OSs will be different . For instance 1024 bit CPU and etc.
i have Gog just for their own games like Cyberpunk 2077 . Havent played it yet though . Also they dont torment people with 3DS2 requirement . But i have nearly abandoned the platform .
Emulation, compatibility layers, virtual machines, the old stuff will always be playable no matter how advanced technology gets.
And how, pray tell, do you expect to do that on Windows 7, especially going forward as tech continues to evolve. Also if you can run games like NFS, The Division, and Guardians of the Galaxy, you certainly have more than enough power to easily handle an actual up-to-date OS like Windows 10, 11, or pick your flavor of Linux.
