Noctua NH-U12S Redux is fairly decent
I keep getting told about the Be Quiet brand but they seem more ££ than other ones

Noctua + BeQuiet are both decent and probably anything from them with 5 or more heatpipes will do...
(personally prefer noctua because of their mounting)

Not saying the mentioned cooler isn't sufficient, mind you, but just that the 5700X and lower have a lower minimum floor you could get away with so you can't really just treat them the same.
I'd personally use a top end (or not far from it) air cooler at minimum with a 5800X3D. The one you mentioned would likely be okay. I have a Dark Rock Pro 4 on mine and it still easily gets into the 80C range (all/high core load) and sometimes right up to its 90C limit briefly at times. It overall idles and does low (like gaming) core loads mostly well, but it's a warm chip even if that's just periodically at worst so I would give it something rather capable and not just a budget air cooler like a 5600X or even 5700X would be fine with. The same configuration, meanwhile, with a 3700X (PBO off) never saw temperatures much over low to mid 70C range (or closer to the upper 70C range or lower 80C range with PBO on) so it's definitely the 5800X3D CPU that runs warm.

Overkill for that CPU? Maybe.
But it will last you a loooong time and will keep that baby cool.
I would never recommend or buy anything from be quiet.
I haven't had any problems with mine.
Nothing complicated, had bad experience with them and in general i'm a Noctua fan boy.
