Changing from a XFX 6700 XT to a 6950 XT.
Do I have to do anything to Windows or add drivers so I can swap a XFX 6700 XT with a XFX 6950 XT? I'm using Windows 11 Home.

the same gen gpu will use the same driver

but you can use ddu to wipe the old driver and its settings for the new gpu
While it's a unified driver anyways. It's always best to do the DDU wipe method before switching GPU cards. Then clean install the latest driver package from AMD website after physical install of new gpu.
It is best to just do DDU than sorry.
Yes, it's best to run DDU to clear out any remnant of the old driver, then power off (be sure to either disable WiFi, or unplug ethernet cable from your PC before starting DDU). Swap the cards, power up your PC and run Adrenalin installation.

I've done this many times thru the years, when sapping from AMD to AMD, nVidia to AMD, AMD to nVidia....and have never encountered any issue....or no major issue to be precise.
This way you don't have some odd issue later and have to do DDU wipe anyways. Just do it each time you make a major change like changing physical gpu of any kind for another or making a major driver version change.

It's simple and quick process that saves you time down the road.
