But it being at 60c could be a problem if it's an old FX chip.
The worst thing I can see happening is a bit of stuttering and bottleneck.
There is nothing wrong with it.
And don't say a game is poorly optimized just because it needs powerful hardware. Unless you have a proof.
Better graphics and physics in a game naturally needs more powerful hardware, Which the latest AAA games are evolving towards every year.
Also I have moved the game on the SSD but I didn't change anything just the loading times

On one hand, in a multi-core era, it means not much, if any, of your cores are sitting idle. Since IPC gains have slowed and this is an additional direction performance has been added in CPUs, that's a good thing that you're getting the most of what you got.
It also means whatever performance you are getting, you won't get more. Normally this isn't an issue, but if you have low performance and want more, a simple GPU upgrade won't help you much then.
Your other games are probably less able to take advantage of all of your CPU threads would be my guess.

Raise the graphical settings or Lower them, monitor the CPU usage and go from there.
But as already mentioned, as long as your Temps are under control running 100% in a game isnt an issue, though stuttering may occur.
intel can handle upto 100 degree without any throttling, in fact most overclocker's intel runs above 80 degree 24 /7.
Everything seems normal to me.

I have played NFS heat, it's a demanding game on CPU. And your 6c/6t i5 is not particularly a powerful cpu at all. There are lots of games which will use your cpu 100%, even with a mid range gpu. Assassin's creed Origin / Odyssey for example.
Notice how all 6 cores of the CPU is pinned to 100% usage (especially from 0.30 minute of the video).
