If natively, HDR calibration should be available ingame.
First things first, use the Windows HDR Calibration app from the Microsoft Store to calibrate your HDR display.
If you use Auto-HDR in games, there are 2 settings that control the output.
> The peak white luminance setting can be set in the gaming function section of the Windows Game Bar settings. Accessible via Win+G keystroke. If greyed out ingame, close and reopen the settings window.
> The paper white luminance setting is controlled by the SDR content brightness in the HDR section of the Windows settings.
+ Values of sharpness, contrast and brightness value of the monitor.
This can be a problem with some titles. With some, you need to engage HDR mode in Windows before you run the game, then and only then can you select HDR in the game itself. You shouldn't run HDR in Windows all the time, so you should be using something like AutoActions to automate switching it on/off for games that need it.
I am not sure which monitor you are talking about, I can't find a Q8, but if it is an LCD monitor it frankly isn't worth HDR. OLED are the only monitors that can do HDR well enough to be bothered with all the hassle.
I bought it to play Forspoken and other Play Station, AMD based games that are on steam / pc better as it has full-on AMD chip set support.
ESO is old and has no proper hdr support where as Forspoken has and looks great as a result. I mostly switch it off before playing eso.
I have also found the luminance settings in windows so will try it out.
