In fact I have not purchased a USB Flash/Pen Drive since 4GB was new and going for like $90-100. Nothing wrong with just using a Pen Drive sized Card Reader and then just buying Micro-SD cards. This way I can carry around TB worth of data and different drives for different needs, all inside a plastic case the size of a very small pill bottle.
Where is your issue exactly?
You want to format usb/sd stuff in Windows OS to use on Steam Deck?
If would be best that if you are going to format any secondary non-boot drive in Windows OS that is to be used on non-WinOS based systems; like Linux/SteamDeck; that you use MBR + EXFAT
