So, try network fixes like...
reboot router
try different dns server
update steam
stuff like that
Use your Web Browser.
Often times the Client browser just doesn't work very well.
Clear out the temp junk web cache for Steam on a regular basis too.
Thanks for the suggestions but, I've tried them all and still didn't work.
It's because of a bypass that I did when my retarded of a government country decided to block Steam.
EDIT:
In case you face the same problem as this one, what I did was remove any steam address on my dns host file: C:\Windows\System32\drivers\etc\hosts
(such as store.steampowered.com) it works and removed the Error Code -118
Dropping here in case anyone else needs it.
