would not recommend it but the rx 6500 xt needs about 110 watt and the ryzen 5 5600 about 65 watt so in theory it should work...
why do you want to go for that gpu and just 350 watt psu?
whats your budget?

well there is a 8gb version but maybe ur right

6500-XT is a rip-off, better off with a 6600. Not much more expensive, similar power budget, quite a bit faster.

It is a good video card, but you may have to decreasing graphics quality for suitable FPS.

Go to the store and spend $60-100 on a good power supply. All those cards you mentioned won't cause your PSU to shutdown or even worse, to explode.

280$ for new PSU and RX6600XT

Well, there is a way to do it with two PSUs, but it will look like Frankenstein

Not everyone know how to do that, so it is better to just buy gaming desktop or build new pc.

Correct. Cutting out the case to fit a PCIe extension cables and making or buying an eGPU docking station is hard work and a waste of resources, in the same time it can be cheaper than a new system.

Also a new CPU Cooler. HP likes using LGA1200/115x 75x75mm coolers on those AMD AM4 Erica Motherboards. That stock cooler won't fit an AM4 54X90mm mounting holes.

Should be fine. As someone who has one a 6500xt will rarely if ever exceed 80w, even with a top end OC. The PCIe power is more for show than reality outside of rare instances and spikes.

If you have worries go for the fairly comparable 4GB 6400. It will work for sure.

Edit: See you have the 6400. Then wouldnt look too much at the 6500 just because its not a huge upgrade. But depending on your games might be worth it.

Better to save the money a bit longer and jump to a better PSU if able and a 6600 or the likes.

Better to do a whole new system that isn’t by Dell or HP, usually the worst prebuilt brands
