Normal FPS?
Just built a new pc. ryzen 5 7600x, 4070 ti build, 32gb 6000 ddr5, 850w psu. On rust im gettin 100fps on like max setting but it shows my cpu and gpu utilization is like 35% while gaming. Is that normal ?

When you are driving a car and the speed and acceleration seem fine, are you concerned when the car isn't at redline RPMs all the time?

Computers are similar.
FPS sounds about right if DLSS is off

It depends on the game. Rust is an indie game, it probably can use only 2 cores of the CPU. That's why you are getting only 100 fps, despite having GPU headroom.
You are actually CPU bottlenecked here.

Play something like RDR2 or Cyberpunk on ULTRA settings, you will get 100% utilization, even at 1080p.

Rust runs fine on quad core systems so yeah it doesn't really use more than 2 cores
Do you have any games that are actually demanding? Or perhaps do some benchmarks with 3dMark, Unigine Superposition, Cinebench CPU Only Test

I’ll do that tomorrow and let you knew the score.
go into your nvidia panel/global settings/power managment mode and turn on.prefer
maximum performance.
then go to windows system/power and battery and set power mode to best performance.
(if your not plugged into battery backup it will just say power)

Don't.

With these settings you'll prevent your PUs from entering their C- & P-states. Energy consumption is unnecessarily increased at any stage, especially at idle (desktop usage).
This means increased power cunsumption. You're going to waste (electrical) energy.

Higher system temperatures, more expensive energy bill, reduced hardware lifespan for the user.
Because of energy conversion, higher environmental impact; depending on the source, more greenhouse gases for the environment.

I set all my PCs to High Performance power profile and Prefer Max Performance in NVCP.

It doesn't impact the power usage outside of Games one bit. At OS Desktop level or just web browsing and watching 1080p and 2160p videos in VLC Media Player 64bit I don't see the GPU going above approx 30 watts or so.

The only time it has an impact really is maybe when using a Laptop via battery power

You need to restart the PC so that the GPU P-states are disabled. The gpu frequency will then sit at its advertised boost frequency, which has the effect of an increased power consumption.
My card consumes ~0.1. kW when power management is set to prefer max. performance in the global settings. That's roughly 4 times as much energy as the 'normal' setting at idle/ desktop usage (~25W).
If we assume an average daily "desktop" usage of 3h a day; that's an energy consumption difference of 110kWh p.a.. That's approx. the amount of energy a decent refrigerator consumes p.a. or the electrical energy needed to cook approx. 100 meals.

The impact of the Windows Power Profile on power consumption depends on the UEFI configuration and the platform. But it will in any case increase the power consumption compared to balanced or energy-saving power profile.
