Thats recommended for total system wattage, not specifically for the GPU.

400W would be the reasonable minimum power spec with your current hardware, you wouldn't be able to upgrade to a higher TDP CPU, may not be able to add more RAM, and you won't be able to add very many additional storage drives (current ones would need to be replaced to not increase the wattage usage), 350W is just too close to be recommended. Anyone that suggests taking such risks with electrical components is just irresponsible.
Still, I don’t trust OEM power supplies that ship in a system with a low power card like the 6400.
