OK so if I'm reading this correctly, you do need some trickery (cmd) to bypass that Internet "requirement" (such bs but anyway). OK, yeah so that's still in effect it seems.
B/c again, maybe 6 mos ago, reinstalling Windows 11 did not proceed without the Ethernet and at the time, I didn't have that workaround.

This is...not always true. Anyone can have an absent moment. Some of the best malware testers out there make mistakes and end up trashing their virtual machines. Some of the most cautious people in IT click on a phishing email in an absent moment.
Social engineering is a thing. But if you're distracted, tired, impatient here's hoping you have something that has your back.

thought i would mention (some others mentioned as well), having the internet disconnected before starting the installation, gives you the option to "skip network setup", which in turn skips the "microsoft account" nonsense and gives you the local account setup.
if they want internet connected for updates while installing, then they have to use cmd to disable the network afterwards when it asks about setting it up, as well as using bypassnro in cmd, which will force skip all that straight into local account setup (if it doesnt change anything, just hit "back" and then go "next" and it will skip).
as for "upgrading" from another OS installation and already having a local account, im pretty sure it didnt even bother asking (though i could be remembering wrong) about any of that, also if they are wanting to keep specifics, they just simply need to choose the option they want before the "upgrade" starts.
as for bypassing hardware restrictions, all of it can be bypassed extremely easy, but all of it is easily found on the net, if they need more details.
for the viruses/malware, while some "installed on the OS" antivirus programs are ok, but they can be infected and/or opened to allow others through, windows defender and firewall, plus security essentials (through windows update) is all you really need, but if someone really needs to use something third party, they should use a portable antivirus (antivirus installed on a usb flash drive), they are much better and run before the OS even boots, it will check through everything and it cant be infected unless you do it yourself, adding to that they also arent installed on the pc and hogging resources either.
edit: to be clear, an OS installed antivirus, means the OS and w/e programs on it (even viruse/malware) will be running, so said viruses/malware can hide/disguise themselves so they arent found, or even disable the scan while still showing scan progress so you dont know its not working, allow other viruses/malware through, or other such things., so scanning before the OS starts is the best way to find and remove them (be it rootkits, ect...) from an antivirus installed on a usb flash drive (they are specific "portable" installers).
Why? I don't need advice on how to install Windows 11. I already have it since 2.5 years on a dedicated nvm-e. But maybe someone else can benefit from your suggestion.
