If want quick way to make screen go all black at a desired timer, just enable the blank screen "screen saver"
Or when you walk away from PC for example can just press WINKEY+L and it will go to the OS log-on screen and after about 10-15 secs puts screen(s) in power saving mode
I did figure out that if I do install Photos from MS, I can full-screen that
^ this. You are trying to go about the most inconvenient and roundabout way to do a screen saver that has been implemented in operating systems for more than 30 years.
Do what Bad Motha said and turn on your screen saver to Blank Screen and set the timer to whatever you want for an idle time.
Or use the WIN+L hotkeys to lock the computer like he suggested, which will screen blank after 10-15 seconds as mentioned unless you have your power profile set to never sleep your display
Or use the CTRL+ALT+S hotkeys to trigger the screen saver directly before walking away from your computer.
By default MS PHOTOS should already be pre installed. Bring up Microsoft Store App and click on Library in lower left corner and then click on GET UPDATES > wait a minute > then when revealed click UPDATE ALL
Then in Photos app you can also disable the Show Pictures from my OneDrive if you don't need or want that option.
