That page is out of date, it is about SteamOS 2.0, which is 10 years old now and no longer receives any updates.
The image you downloaded is the Steam Deck recovery image, Valve took the old 2.0 image offline but left the page online for some reason and made it redirect the download to 3.0.
Go make a bootable usb for a Linux distro that is better suited for gaming such as Ubuntu, Kbuntu, Mint, Pop_OS
Then get Steam from the built in app store, once Steam Client is up and running, enable Proton.
