In any case I would get 16 GB ram instead of 8 GB, but is still is probably an option if you really strictly just wanted to play this game and older ones and do simple things with the PC.
Pcpartpicker shows the bios warning and I always advise people to take that at face value and weigh out if they want to risk buying like where there if it for some reason the bios is older and they hit a wall where they now have to update it, I'd hate to be the one responsible.

The above link happens to be a guy running Arkham Knight at 1080p (has 16 GB ram though) so you can get an idea of how that CPU should perform.
For example, I played Batman Arkham Knight before in 4k with a GTX 1070 and it was barely possible.
You're probably right. Still waiting on the answer for that but strongly assuming he's going to play 1080p.
