So? Is there something wrong with your score that you feel the need to try to tweak the hardware to squeeze more performance out of it?
Also "use MSI Afterburner" isn't really specific. You can use it just to monitor hardware, and if you didn't make change or didn't make significant changes why would your benchmark scores change? What did you do with it where you'd expect different scores?
There is no reason not to get 60 FPS at 1080p with such a GPU.
Unless, Starfield does something TOTALLY different than any other games in the market.
Then, do the same but for CPU. For example, compare your CPU to the i7-6700k, the minimum CPU on the requirements for 1080p 60fps.
This continues with ram also. This is how you should determine game performance. It won't be perfect, but it will give you an idea.

Well laptops can sometimes be a bit more locked down. After all I'm sure ASUS has dealt with the circumstance where a user went hogwild trying top Afterburner their system, melted it to slag, and then tried claiming "I have no idea what happened, give me a new system."
One way to prevent that sort of thing would be to cripple that sort of user tinkering. And besides laptops aren't the best platform for overclocking or fiddling with, there's even less headroom for improvements and even on desktop hardware the benefits on modern hardware is almost inconsequential.

You're just doing it wrong.
To get 50-60 fps on 1080p high settings you would need desktop RTX 3060 Ti or RX 6700 XT.

1. Even a stronger, non-laptop GPU like a 6750XT can struggle to do so and your laptop is nerfed and limited to 65-"150" W (but some are far less than that because the battery and charging system do not support that kind of power draw).
2. You only have 16GB of RAM -- not enough for the game, trust me. It wasn't enough a year ago either.
3. Game off of SSD will perform badly
4. Game performance will be linked to FP performance to some degree
5. Game is a buggy, unoptimized mess consistent with the rest of 2023 games
