It's not like there is a massive difference between a 1660 super or 1660ti.
Monitor your system load while gaming. If the CPU cores are maxed while the GPU isn't, you know the CPU is holding you back.
If the GPU is at 100% you know the GPU is your current limit.
Keep in mind, there always will be a limit, there is no perfect balance. It's up to you to determine if you are content with the current performance.
I'm guessing here on this next part: By this time next year that might be a different story though.
For all the criticism I give The Last of Us: Part 1, at the very least they have tried to optimize for lower end systems.
Game developers need to step up and wake up. Games today aren't much more advanced than games from years ago, besides ray tracing, yet they require more and more power and VRAM due to developer laziness.
Games are seriously now tech demos -- Cyberpunk is the ultimate disgrace -- a game heavy on hardware with zero substance to show for it besides "technology" that still produces inaccurate and non-realistic lighting.
Might be a CPU bound situation since it's poorly optimized in CPU usage too. Even if your CPU isn't at 100% it can still be bound depending on what instruction is being ran on it and what other work it is doing.
It could also be storage, memory, or other factors unique to your system. If it's a laptop, some do restrict power usage aggressively while others do not. Some operate differently based on charger, some offer operation without a battery or charge the battery and run the system at max.
If your battery drains while you play games, it may trigger the battery's circuit protection and drop your performance dramatically (you will be limited in how much power can be drawn to protect the battery from overheating and excessive wear).
