Considering that he is not upgrading just to upgrade and is giving his old card away to family member it`s not that bad. Next step that would make sense would be RTX 4080 that would cost twice as much as 4070 and would probably need PSU upgrade as well.
The RTX 4060 is weaker than what you have (it's between the RTX 3060 and RTX 3060 Ti), and the latter is expensive for 12 GB but faster than what you have (basically an RTX 3080 with a lot less power draw and a bit more VRAM), so pick your tradeoff.
If you want to go with ray-tracing, I feel like an 8 GB GPU is a mistake (I feel like it is anyway unless you're spending $300 or less, but it especially if you're after ray tracing).
AMD has some decent values compared to the RTX 4070 but they won't do ray tracing as well, so ultimately I feel that's probably your best it.
