CPU AND GPU USAGE AT GTAV/FIVEM
i play fivem, i noticed that my cpu usage is 15-30% and gpu usage is same, 20-30%

i didnt know if it was normal or not, so i asked my friend to check his usage and he has both 60-70%

why is mine so low/ is it bad thing? also how can i increase it

What are the specifications of your device? If you're not sure, you can use this app to find out.

It would also be interesting what the specs are of the other device in question. If your hardware is different, you can't really compare yours to someone else's and expect the same performance.

What CPU and GPU do you have? And your friend? Comparing is pointless if the hardware is different in some relevant ways.

You probably have what is a common misunderstanding of utilization. Utilization isn't a "if it's less than full, something is wrong" situation. Physics (or plainly put, reality) dictates this. We do not have infinite performance on hand, nor does all software load every part of PCs in a constant way (this is naturally impossible to begin with, but it is especially once you realize there is no set hardware configuration for PCs so even if there is, what was perfect harmony on one pairing wouldn't be harmony on another). For these two reasons combined, we will always have bottlenecks, and they will always vary. In other words, something will always be less than 100%, and usually one thing will be at 100%, which is what is limiting it from more (read as, the bottleneck).

Is something limiting or capping your frame rate? Like v-sync. Well if a given part only needs to run at 30% to reach that point, what good is it to run 70% more? It won't... precisely because you're limiting it to that (if there's a frame rate limiter/v-sync at play).

If there's no frame rate limit, then something is at 100%.

A very important distinction needs made here. Modern CPUs are multicore. Not all software will perfectly parallelize. This means that if any core is at 100%, it is a CPU limitation, regardless of overall utilization. For a quad core like yours, with no threading, one core is at full use be ~25% utilization overall.

Switch Task Manager to "logical processors" instead of "overall utilization" (perhaps it should default to this) and likewise, have any monitoring stuff like afterburner show individual core utilization and it will clear this up.

If you put the entire country to work on some task, but one person somewhere is the holdup at a given point... doesn't matter if you're at 0.00000001% overall use, you still have a limitation, right? Same idea. That's probably what's going on here, even for you friend since it's not at 100%. Old rule of thumb, is the GPU near 100%? No? Then CPU (or other system) is the limiting factor.

gta v is more cpu bound when you play online..its the same for all pc's. thats why when you see benchmarks its only the single player thats benched.
Was this comparison done at the exact same time and place in the game? Was there something maybe running in the background of the other's machine? Maybe you can try again when you're sure just the game is running and no other background tasks like browser open, etc. Edit: do you need a browser open for this? Try to keep the number of tabs open to minimum. /edit.

Are you having any qualitative issues--artifacts, stutter, etc?

i dont have any problems, sometimes i get stutters and fps drops and my fps is 100-150 usually

and btw, do you know how can i fix stutters?

Make sure temps are below the throttling limit (usually 83-90 deg C depending on model), update graphics driver to latest, maybe try setting Performance to High in Control Panel/Power options.

Just try not to forget to switch it back to Balanced afterward if that's where you have it.

Other ways you can prob. search online, there's tons of posts out there on this issue.
