Not really due to Sony being "cheap". Was just the technology of the time. SATA revision 2 (SATA 3GB/s) wasn't ratified until the end of 2004. The PlayStation 3 was launched in Nov 2006. The hardware design and implementation would have already been selected and done well before the standard for the second generation SATA interface was ratified.
Also, the "SATA1, SATA2, SATA3 are really misnomers (according to the SATA standards body).
IIRC you're both technically correct. The original PS3 (most likely being discussed here as "FAT PS3") was SATA 1.5GB/s. I do believe with the refreshed "fat PS3" models (numbers below) with the 40GB, 80GB, and 160GB HDDs the SATA controller in the southbridge for those models was SATA 3Gb/s.

After which all of the 2000-series (Slim) were SATA 3Gb/s IIRC.
SATA1 = 1.5Gb/s
SATA2 = 3.0Gb/s
SATA3 = 6.0Gb/s
1, 2, 3 is just a generation based term for the SATA in question

They used the 88SA8040-TBC1 (SATA 1.5Gb/s to PATA 133 bridge) for the original BD drives to connect to the SATA 1.5Gb/s controller in the southbridge on those models.

And actually looking through the motherboards for the different models some more it doesn't appear this was changed for any of the "fat" models nor the original slim models. I'm not sure about the "super slim" models
There were multiple models of the blueray drive used in the original PS3s and yes the Blueray drive in the models up to CECHKxx/DIA-002 were PATA drives. The HDDs were all SATA 1.5Gb/s in them.
