Bought card mid 2019 if i remember correctly.
Case no idea.
I ask because once upon a time I bought an open box 1080 ti and upon using it discovered the fans never turned on so it would ramp up temps and then thermal throttle because it was effectively only passively cooled by the heatsink, so I had to RMA it.
If the fans are working, then you might be on the hook to take the heatsink off and reapply thermal paste and reseat it. I had to do that once on an old Geforce 6800 128MB AGP card.

no mater if 100% usage or 60% when playing it goes up to 90°C
another issue is you could of installed some type of bit miner without knowing and it is taxing your GPU and causing it to run nonstop. if you noticed this happening after you installed something do some research on what you installed , try uninstalling , also try a app killer that can termiante a program this might help you bring those GPU temps down.
Not sure how difficult that is on that particular GPU, as some are easy and some are best left alone.
Utilization of fan controlling software especially from the gpu manufacturer/vendor is much wiser especially for that series, as users can make a more aggressive fan curve for standard air cooled GPUs.
You should increase the fan curve to be far more aggressive. check the case for any failed intake fans or exhaust fans, ensure the gpu fans are at a high speed during that temperature, if they're running low or around half speed; that's not good enough.
i know that its a mini tower but not the model and name of that case.
