I should note that i did a system restore a few months ago and an sfc scan now a little while back but i was just wondering if it was normal

Its been happening a few times after boot up..

Was wondering if everything is cool/normal?

Wait, what? What is happening?

What does "refreshing" mean?

You say it happens when you boot up Windows, I'm assuming that it only happens when you boot up Windows?

Is this a laptop with dual GPUs? Maybe it is switching between GPUs?

What resolution monitor did you have before the System Restore, and after the System Restore?

Have you tried Restarting Windows? Shutting down your PC doesn't full clear out the previous boot, Windows uses a hybrid shutdown, which partially hibernates the PC. Restarting Windows seems to force a full boot from scratch.

There's plenty more if that doesn't work. My icons do that sometimes too--but then it spontaneously resolves. Firefox used to do that more often, it got on my nerves. But I think an update fixed it, hasn't done it in a while.

A quick Google Search included a thread which identified USB drives as a cause. Something about the drives was triggering the icons on the desktop to refresh.

Most of the threads I skimmed all started with the recommendation to do a clean install of your graphics card drivers.

Another recommendation was to simply create a new user account or profile on the machine. Some file or registry key might have gotten left behind from before the System Restore which could be triggering a refresh.

Wipe out the icon cache. Then restart Windows.
