Intel core i3 4030u
Asking for a friend once again, hes very shy and silly , but like can his cpu (i3 4030u) handle Borderlands 2? (Also his igpu is 4400) he checked the requirements and hes really not that sure at all

Second part - should workwith CPU. I was running Borderlands 2 (and so pre-sequel) on i3-2120 for a long time.

iGPU - can't say anything, I had HD7770 at the time, so it was just ok.
What's your criteria for "handling" it?

Just run it? Probably.

Run it well? No, and not just because of the IGP although that's definitely a big issue too. I think the HD4400 is probably a bit faster than the GeForce 8500 the game is listing, but I'm not sure that will mean it will handle it well.

The CPU side is also awful though so it's definitely not just the IGP that's a concern. A couple of replies seem to be looking at the CPU generation or year of release and core/thread count but seem to be missing the fact that it's an ultra voltage mobile chip that has a very low clock speed and no boost on top of that. In other words, it doesn't matter if it's a forth generation chip (which is already slow these days anyway) because it's actually slow in light of that too. It's probably slower than a Core 2 Duo/Quad E8x00/Q9xx0 in overall IPS (instructions per second) and those are downright ancient today.

I had a laptop with a Core i3 4010U (and the integrated HD4400) and I honestly wouldn't think of running too many games from the last ten years on it. It was very low end when it released and it's around a decade old now.

If that's all your friend is going to be able to manage for the foreseeable future and absolutely wants to run a game regardless of it not being smooth, then maybe. Otherwise, I'd skip looking at anything except maybe really light games on that laptop. Even Minecraft would choke that. Your friend really needs more if they want to look at games, even older ones like that. The game is from around the same time as that laptop but that was never more than a very entry level laptop at the time. "Demanding" games from that time or newer would not fare well with it.

Well, with some tips it's possible:
-No install high textures dlc.
-Set resolution 1368x768 (wide) or less.
-Set FPS to 30 max.
-Lower graphics details.
(And some guide in Steam speak about tips in configuration files).
But:
- Last dlcs (as Tiny Tina) use hign resolution textures and have more fps drops.
- Some times can drop to 15 fps (with many npc's arround or complex detail maps).
- High rate of fire can be broken with fps drops (better use high damage weapons)
Playing as Salvador is the best choice, any other in need of high rate of fire is easy down.
