SSDs or Video card
If you had a choice to upgrade all your drives to ssds, even your data drive, or your video card which would you do ?

Yes I already have 2 SSDs but only for main system not for data drive. (Like my data files which I don't think is that big of deal but I could be wrong)

When I mean upgrade all drives to ssds I mean even my portable backup hard drive too for backups.

This is highly situation dependent on too many factors. You're asking a very broad question, properly being told that it depends, and then asking what it depends on? Uh... the circumstances?

Like if I had no SSDs, I'd probably prioritize an SSD regardless, as there's little reason not to have one as a system drive these days.

But if I had storage drives that were still HDDs that i knew didn't need to be fast (or were too costly to go SSD with), and this actually describes my situation, no way am I spending money on it to begin with, especially if I'm even considering a graphics card upgrade. Which, hey, that's also a consideration I've increasingly been approaching.

But I never would have asked myself this question to begin with. I already know replacing my data drives with SSDs isn't feasible. But you did ask it, meaning maybe it is for you. All circles back to that "it depends".

Three overarching things are needed here.

We'd need to know your drive configuration (how many, how large they are and approximately how full each is, and what type), and the what is the use of each drive (system OS drive, games, scratch space, storage that isn't actively written to and is mostly just read from versus live storage, etc.).

We'd also need to know your current video card, as well as how close it comes to fulfilling your desires, and if it doesn't, what you're wanting from a replacement.

Mostly, CPU-Z with some manually added details for the drives and video card cover the above two.

The last is your budget.

Then both can be weighed against each other on which is more important to you.

ssd is cheap, if you dont have one, get one for the os, maybe a 2nd games drive

why not both?
you can get a decent 1TB ssd for $50 thats cheaper than most newer games on Steam

If you want to waste money you upgrade your GPU. If you want to save money and purchase something at the right time then upgrade SSD, since SSD is so cheap now.

A monster SSD would be affordable now. A monster GPU wouldn't. You're pretty much stuck with one or two choices for a graphic card right now if you don't want to get soaked and that's the 6700xt or non XT (maybe rtx 3060/ti, depends on price). Everything else costs way too much for what you get.

Buying something like the rtx 4060ti for example will only make you feel buyer's remorse a few months from now. That thing is $399! Think of the SSD you could get for that! What? 8t?! At least 4t for sure. And a high quality PS5 compatible one. Even if your current PC doesn't support those speeds, you could potentially use that SSD in a new build down the road.

Wouldnt make much sense to get anything weaker then RTX 4070 now so getting the GPU would be fairly expensive.
2 TB SSDs on the other hand are pretty cheap now.

A system that is using SSD's will boot faster, and load games quicker than a system using hard drives.
A better graphics card will give faster frame rates, less stutter, screen tearing, and eliminate visible artifacts, if those are problems you are currently experiencing.
Anytime someone asks me about upgrading their graphics card, my first question to them is always, "How much are you willing to spend on a new monitor?"

Why not both?

If my current GPU can already run all my games well, then SSDs would be a fine choice. If my GPU can't run games well, new SSDs aren't going to help with that.

But back to the why not both... I'm running a 2080 ti, and two 2TB NVMe's and that's pretty slicky.

The wife has the same two 2TB NVMe's plus another 3 TB's of SATA drives. It's very attainable if it's what you want.

Right now, SSDs. SSDs are about as dirt cheap as they're going to get. You can buy a DRAM-less 1TB PCIe SSD on Newegg or Amazon right now for $50 and I've seen them go as low as $37. Five years ago, I bought a MX500 for about $200 for the same capacity. Hard drives, as far as using them for your main or even secondary storage on your main PC, unless we're talking about >8TB of space, are dead.

Graphics cards, on the other hand, are still in a bit of a funk from the crypto and scalper shortage. Prices on used cards are way down, but you still have to contend with a bunch of used mining GPUs as well as seven year old cards that aren't sloppy seconds, but filthy fifths. Last generation cards are, for lack of a better word, at reasonable prices, but they're yesterday's cards and supply is starting to dwindle a bit. The current generation of cards, especially from Nvidia, are hilariously overpriced for what they are. AMD doesn't seem to be doing much better on that front. Intel is doing Intel things, and while the Arc cards have gotten a lot better, they're still about on par with the last gen Nvidia offerings while having their own set of "loveable" quirks.

If I were to buy a GPU today for about $200-$300 strictly for gaming (not taking account what I'm upgrading from) it would go RX66XX > A750 ~ 3060 > 4060.

I only have solid state drives in my PC, so I would upgrade my GPU.

Also hot ♥♥♥♥ have you looked at the current nvme prices? A 1TB samsung 970 costs like 80€ on german Amazon. That's how much I payed last october during Black Friday lmao. And the msrp was/is ~100€.

Can anyone tell me in MB/sec, if possible, how fast one SSD will copy to another SSD on average?

I know faster than 120 MB/sec
