just because its the same model as many other igpus, does not mean it performs the same, but often close enough
and igpu uses system ram as vram, so faster system ram makes a huge difference too
I had a Core i3 4010 in my old laptop (same CPU only a couple hundred MHz slower). It was slower in per core performance than the Core 2 Duo I had in another PC. The low close speed really hurts it. It's a slow CPU. It became too slow for Minecraft in modern versions (somewhere around 1.13 and newer was basically where it got too heavy for it). It's substantially slower than the desktop Sandy Bridge quad core you mentioned.
That said, I am not familiar with the game so I'm not sure how well it would run in it. Sometimes you can get by on less and performance might either be fine, or it might be awful.
Keep in mind the GPUs it is listing for the minimum requirement are also substantially faster than the HD4400.

your cpu is faster than the minumum required cpu.

i would give it a try at HD gaming (720p).
