0 dB Fan button???
Is it a good idea to keep it on or off???

Even with the 0db, it'll still turn on when hot enough.
It's just a choice between being off until hitting the threshold temp and then bursting into life with a sudden burst of sound, or just sitting at a low speed all the time and ramping up smoothly as needed.

No/less noise is nice, yes, but not the only benefit. Less dust accumulation. Less wear on the fan(s).

most psus will adjust the fan speed according to their temps anyway
no real point in it having the on/off switch unless it has no automatic fan controller
