In GPUZ make sure you switch which GPU is active for viewing the sensors. There would be two GPUs to choose from.
Wipe the NVIDIA drivers via Uninstall.
Then go get latest one from NVIDIA.com
Once installed, reboot and then set the NVIDIA as the default in NV Control Panel
"It was running fine but now it's not" means something changed. It's a process of elimination to (try to) find out what it was.
Check temperatures first, since you tried "resetting the laptop" which I presume meant a factory reset/reinstallation of Windows which should (key words) have given a fresh driver install to rule those out.
Total Board Power value'd be interesting to see in this state and the value for PerfCap Reason.
I also recommend to uninstall the GPU driver with DDU in Windows Safe Mode and then install the latest GPU driver regularly. Disable bitlocker to access Windows Safe Mode.
Disable any application that injects an on-screen display.
RTSS, Steam or other gaming launchers and Geforce Experience.
Just do it while in Windows normally.

Uninstall anything NVIDIA but for Forceware last.
Or you can do it from Settings > Apps
Once you uninstall all NVIDIA, restart Windows and it should just install generic Microsoft Basic Display Driver on its own.
Then run the install package you downloaded from:

Restart Windows again after the install completes. Then change default gpu and set power to prefer max performance under Manage 3D Settings. Then apply the changes.
When you monitor with GPU-Z you will notice on the 1st page of the app the gpu name at the bottom. You need to change from the Intel or AMD GPU to the NVIDIA GPU first then click Sensor tab. Otherwise all you'll be seeing is the Sensors for the cpu's onboard gpu

All power settings are set to high performance, all nvidia control panel settings are set to prioritize performance, which makes me believe my gpu is either being throttled or its just damaged... The temps are fine though, and cpu usage is very low.

-Intel UHD Graphics Driver
Disable all your online connections after this.
Run DDU(download it first if have not), remove Intel and Nvidia drivers that you installed for Graphics, and enable the option to prevent windows from installing drivers. Don't reboot before removals, until both are gone, then reboot.
Once rebooted, install the Intel UDH driver and restart the system.
Install the Nvidia driver and restart the system.
See if this works.
That wattage used while being at 300 MHz is really interesting.

I haven't changed anything about it, I don't really know much about computers. Also yeah it's weird because before the gpu driver reinstall it was using like 50w and then it jumped to 215w.
