It will work but you will be bottlenecked by your R5 5500.

I mean it is not so bad best cpu in the market right now have %40-45 more performance and im thinking upgrading it later on its just to much money right now im also upgrading my psu along side with gpu

If you have weaker then 650W PSU then probably need to swap this too. Generally recommended to have 750W PSU with RTX 4070 Ti but with your current CPU 650W will probably work.

Im buying 850W just for a future upgrades like motherboard cpu new case with extra fans

Save a whole bunch of money and buy a 3080/ti/90 either new or second hand and look to upgrade to a 5800X3D second hand as a bunch should be flooding the market about now.
