Your GPU is your graphics card. This is what will, for the most part, determine how well your games will perform.
How about this, download CPU-Z, do a validation, and post it here.
Do this:

Or simply bring up Task Manager these days, it says it on the GPU tab.
It is configured with an RTX 3060, pretty much qualifies as a gaming computer.
I agree with you on the graphics card, but I just wanted to chime in with what I classify as a "huge" upgrade:

What games are so CPU locked that one would even notice a difference between an Intel Core i7 11700 and a Ryzen 7 1700X?
I'm not saying that the 11700 wouldn't be my preferred choice, but "huge"???
First of all, userbenchmark is junk. So, I wouldn't trust that site for anything.
But going by your logic, and userbenchmark, the 11700 is 38% better than a 1700X.

Ok, so maybe not a "huge" upgrade, but significant enough. And if playing at 1080p, you will be CPU limited enough that the 11700 would make a significant impact. Especially in a more CPU limited game like War Hammer.
But I do agree that the CPU should NOT be the main focus here. If the OP wished it, the 1700X could still be very adequate today. What will make a bigger difference, and what the OP should focus on, is the GPU.
So OP, please find out what your current GPU is. Alls you might need is to purchase a better GPU, and not a whole computer, to have a better experience.
1080p on a 3060 is that demanding on current gen? I'd pegged the 3060 as a 1440p card... I would have expected it to whoop a** on anything running at 1080p.
Then just remove all that ram and install matching pairs or just add to what you have. All you need is 16GB of ram, a decent PSU and GPU and at least one SSD. Maybe do a complete drive wipe and do a clean install of Win10 64bit 22H2 and all the latest drivers. There is nothing wrong with that CPU that warrants buying a whole new machine. Especially if the "new" PC is not new enough to have DDR5
3060 is more of a 1080p card, while the 3060 Ti is better at 1440p
But even with an older 1700X cpu, a 3060 is still going to do much better for you then pretty any of the older NVIDIA GPUs aside from maybe a 2080 Ti
idk what this means, but im sure it sucks,
i play old game called natural selection 2 and when this game freezes over 10 seconds
i get time out from server and it happens alot.
Natural Selection 2 should be able to run without issues, it meets the Recommended requirements.
The 3060 in that HP Pavilion should be able to run that game at any resolution, and could probably run the game at 4k.
I DO need more than 16 GB of RAM. I wouldn't even be happy with 32 GB. As it is, I'd be tempted to double my 64 GB if I could without starting from nothing. Do I "need" more than most in this regard? Maybe? But we shouldn't generalize is my point. Even just for games, saying someone doesn't need more than 16 GB is more and more losing its relevance. They might not be very numerous, but many games have existed for years (Cities Skylines and Minecraft as two offhand) that can benefit from more, let alone multitasking is something people do, and therefore counts.
On the other hand, for graphics card I have a mere GTX 1060, and it is connected to a 1920 x 1200 display at 60 Hz. Sure, I want to upgrade the graphics card (and hopefully will soon!), but I've gotten by. And yet I'm not going to let that make me tell others something more powerful and/or a higher resolution display with higher refresh/frame rates is something they don't need just because I think "most people would be fine with this".
I'm not saying OP needs more than 16 GB (I've been trying to ask them if they've monitored this to ensure it but there's not much communication) but we shouldn't make generalizations on something like this.
If this was in reference to me, when I stated this...

...That is not saying "they are entirely equal in performance". But the point is, with the value prospect on many 12th generation CPUs, and the low value the 11th generation had, there's usually little reason to be buying an 11th generation platform (of course, if the price is right it's worth it, but again that comment was made before I realized this was Canadian dollars).
If someone else actually made a comment comparing them on performance and that wasn't in reference to me, then never mind. But if it was in reference to me, please understand the context of what I was saying. It wasn't a strict performance comparison.
Though, thumbs up from me. Usually I'm the one telling you not to fret over lacking some CPU power for gaming so I approve of your changed stance here. The CPU is indeed often overstated for games (but in some games it matters more, and the one OP is playing may be one?).
The system specs is rather meh, RTX 3060 is rather meh as well, swap that for an equally priced RX 6700 XT/RX 6750 XT and it'd be a much more capable gaming rig. The RX 6700 XT spanks the RTX 3060 quite badly already, let alone the more powerful RX 6750 XT.
Plus, a new system can be built for that price, it takes some research, on part of buyer as to parts to get, as well as watching tutorials online as to how to build a rig. I'd simply watched a system builder build a rig, asked a few questions and I was off building my own. It's not exactly rocket science...
OP's game supports mods. Could be a heavy mod?
Single threaded mods?
RAM heavy mods?
VRAM heavy mods?
CPU heavy mods?
