I suggest you to buy and try it, if it doesn't work, you can always refund it, as long as you are inside 2 hours playtime.
There is no such general rule, intel is now making dedicated GPUs as well, Arc a750 is as powerful as rtx 3060 and costs $250 at the moment (newegg).
Iris Xe is just a low-powered integrated version of the advanced architecture, which was released 2020. It's more powerful than AMD's top integrated GPU Vega 11, and slightly slower than apple M1 8-core graphics.

The OP needs to be realistic. Your hardware is ancient, not suitable for most games that really needs a Radeon/Vega or Geforce GTX/RTX GPU.

While it is better then the highly outdated Intel HD 4000 series, it's still fairly terrible at best.
Where as Intel UHD 600 series actually can run games not too bad. Like GTAV @ 1080p above 30 FPS.
