30Meg does not do 4K :(
Apparently 30Mbs (EDIT: I mean 30 Mbps) download is not good enough for 4K videos. I pay for the cheapest tier. For my use it is fine. But when I try to play a 60FPS 4K demo from YouTube it stutters. Task manager says I am using all my bandwidth. Sigh. I am too cheap to upgrade. I can always download anything in 4k first.

30 Megabyte or Megabit per second?

I just tested it and YouTube used about 30-50 Megabit per second.

Megabit. The speed test says 30 Mbps.
That's like a 250 Mb connection. I would imagine that should certainly be more than good enough for 4K video on YouTube. At least, I tried it when my speed was 200 Mb (might have even been 100 Mb, I forget), and it was fine. It will depend on the particular video and its compression rate though I suppose.
I have one of those Verizon stand alone WiFi boxes that runs at 50mbps that cost $25/mo out the door. Might want to look at that.

I'm guessing it's cheaper than the plan you are on.

???? 30 megabits is like 4MB. You multiplied it by 8 instead of dividing.

Yep a little stuttering on that one. Just like all the others. You "did" make sure to set to 4k, yes? For me it defaults to 1440.

You mean phone internet? 5G?

Nope. Verizon Home Internet. They mail you a box that you plug into your power outlet...no cable nothing.
They also paid my early termination fees btw...

Oh, yeah. I did multiply by eight but that was because I was thinking the 30 referred to MB/s and... I don't know why when that part was already clarified.

Anyway, I tried that video above and it works for me. Task Manager showed spikes up 60 MB/s though again it will probably vary for some videos. That video is 60 FPS. More compressed and/or 30 FPS videos might be fine, but yeah you might need to move up a tier with your provider to have a more reliable smooth experience with 4K if that's what you're after.
Press windows key and type cmd and press enter. Then type ping youtube.com -n 100 or use you local youtube site. Look at time and consistency. Lost (lost packets) should be 0.

Site being throttled? Using a region changer or vpn?

Connection ok? Using internet over power line, or a weak wifi signal, etc...? Adapter or other issue?

Not being throttled. I pay for 30 and I see 30 being used when the video is playing. That spped is just on the edge of what is needed. Meh. Good enough. I ain't paying more.
That should be enough, its going to use as much bandwidth that you have available
But other people using the same connection OR other things on your PC using bandwidth can negatively affect your results.

a crappy CPU can also affect results when streaming as high bandwidth can utilize a decent amount of CPU power so that could potentially be a cause. For example, i have FIOS Gigabit, when doing a speed test my Overclocked 2500k maxes out, but for the upload test it doesnt.

So depending on your CPU, you could be running into something similar.

In short, any number of things can cause the results your seeing, lacking CPU, un needed crap running in the background wasting resources, etc so on. But all in all i think you're worrying for no reason.
