The rep noticed this happens on cold boot "the system isnt plugged in and when it is and started it makes the noise but when its plugged in and the system is turned on it does not at all" and that its more then likely possibly the case fans may be wearing out.
I think im just going to possibly replace those as I ordered 2 just in case it might have been the fans...
I do remember adjusting a BIOS for my video card before so it is (or was, at least) possible but this way wayyyyy back in the GeForce 4 times, and I was adjusting default frequencies. I would imagine fan speed can be changed but it may or may not change the initial full speed startup or not.
but gpus have only 1 rpm sense return for their 2-3 fans, so they do not know how each fan is responding, just the one with the sense line connected

OP, what case fans did you have before, and what ones now? And did you change how they connect?
If you ONLY changed the fans, it suggests the behavior is probably still there, but merely that the new fans are quieter at max speed? Or a prior fan was faulty and noisy at max speed when it shouldn't be.
