Usually when a graphics driver is updated, it won't have an effect on performance in most games, however newly released titles may see performance increases. The new driver may resolve any bugs or issues when it comes to the new game's performance.
Updating a graphics driver should never reduce FPS unless the driver has an unforeseen bug, in which case you should either roll back the driver version, or wait for an update to resolve the issues. This from my experience is pretty rare though, but not unheard of.
I would suggest that you only update graphics drivers if you either are interested in new features that the update supports, or that you are going to be playing a newly released game. For example, Nvidia will release 'Game Ready' drivers which will have some quality of life features when it comes to the new title, but always read the change log to see exactly what changes are being made.
Also I would recommend updating your graphics drivers if you notice any graphical or performance related issues in a game, the update may resolve the problem.
Ping is affected by your internet connection and the servers you are connected to, nothing to do with graphics drivers.

I only ever update drivers if there is a new game that specifically needs them or there are new features I want to test or feel I can not do without. I NEVER update a driver just because there is a new update.
Only other time is if I have a new GPU. Then I use DDU to completely clean the old driver/s and install again with a new driver.
Unless there is something really badly wrong with a game, a driver update won't magically make it miles faster.
But then again as far as drivers are concerned, I stay up to date and don't pay attention to what improved or hasn't.

Also important to note that in rare cases drivers need a security patch or feature update. And yes new drivers can break something. Sometimes games don't even start anymore or crash.

Just read the changelogs and determine if any new features are applicable to you. If performance is hindered, use your judgement in rolling back since occasionally, drivers develop vulnerabilities.
