How much Vram? Mine runs with 6 gig Vram.
Run DDU to remove all traces and clean install latest drivers

anyways use DDU to completely remove the driver

then install the most recent Nvidia driver for the mobile gtx 1060M

after this is should work as it used to
same does with desktop but you'd download the non "netbook" driver instead
make sure its plugged in and fully charged
many will disable the dedicated gpu when battery is low or its in power save modes
and get the igpu driver from the laptop mfg site
and mobile nvidia driver from nvidia

I am assuming that this is a driver issue, as I'm way beyond minimum spec requirements and from my understanding I should be able to play the games I'm wanting to play no problem. Reason I was assuming it was a driver problem was because the games ran a tad bit better (not by much though).
TL;DR- How would I know for sure whether its a driver issue or something else?
-You are correct, I disabled it through the control panel. Didn't uninstall anything.
Disabling something in the device manager should disable the device from being usable at all. If you disabled the GTX 1060 in device manager, then what is likely occurring is the PC is now using the Intel IGP of the CPU. I'm not sure why you'd want to do that unless either the GTX 1060 is faulty or has a heating problem you can't fix. The Intel IGP is far slower.
Your initial post doesn't exactly describe what your original problem was. It just states "a driver isn't running games"? Would need to know what exact behaviors from what games to advise on that, but my first recommendation would be to uninstall and reinstall the nVidia drivers.
