Does the liquid at least get colder (but not freezing)?
What if hypothetically someone were to drill a hole into a mini fridge/freezer next to their PC and drill a hole through it and place the radiator in the freezer? Or even use regular water but keep the temp to just above freezing so the water doesn't freeze? Would that help and could it be done?

If that were the case then car engines would crack open. They don't because car engines have anti-freeze instead of water. Same thing here.
It's not water, because water would have growth and corrosion. It's a custom-made fluid with additives to prevent growth, corrosion, and of course freezing.
This is not hard to figure out.
