If anything it should run better under Win11. While Win11 22H2 had some bad bugs that had to do with causing poor performance, MS has pretty much fixed all those.
Some Laptops it "might" work via USB Type-C to DP on a Type-C port on the Laptop that would internally support hardware acceleration display output. Which means that a particular USB Type-C with DP output is connected to the Motherboard in a way that allows the dedicated GPU to properly talk to it. As that won't be the scenario for all of the USB ports on the Laptop.
Again it has nothing to do with Win11. I don't understand why Steam Support would suggest such a thing, as it is a plug & play driver for that, just like a TV or Monitor. However it must be properly detected as VR Headset by Steam Client + SteamVR.
When using any Laptop that shipped with Windows OS; it will be best and very wise to wipe the Laptop clean. Wipe the entire OS Drive and its multiple partitions via a self-made Win11 USB Flash Drive. This way you are clean installing the very latest Win11 build. Then from there, go and download + install all of the Laptop's Drivers from the Laptop brand maker; Chipset, both GPUs, Audio, LAN, WIFI, BT, TouchPad; etc.
Can you go to Dell.com/Support and enter the Service Code to bring up the exact model of laptop, then share the link in here after you reach the Software/Download section for your exact laptop. From there we can view the specs and see which port you need to use. As pretty much any of the Alienware Laptops that ships with Win10 or 11 should support such a VR Headset via USB Type-C to DP adapter. It's possible also that your chosen adapter is the issue at-hand.

But I'm not sure what exactly you are looking for, I don't see a Software/Download there. I admit I have struggled trying to find out if that port is connected to the NVidia card!

Again I saw reviews on that Amazon page saying that it worked for their Index. But then again I also saw somebody say something like "people have tried 5 of those and only had the 5th one work" so I don't know what to think.

And click on "Documentation" which should provide various PDF Manuals.
Then refer to "Drivers & Downloads" for any Drivers and/or Software you might need. For example if you do a clean OS install you will need to get official drivers and software from there; such as the Intel Chipset Driver, as well as software such as for the TouchPad and AlienSense RGB Lighting.
Review the manual. It should reveal details saying which USB Type-C to use should you want to use one as a Display Output, as for a Monitor, TV, Projector or VR Headset.
Perhaps return the adapter you bought and try a different one.

I'm not sure where things ended up though, I still haven't plugged mine in since I upgraded everything a few weeks ago, and I'm just having too much fun in 2d for the moment. heh.

In the Physx control panel it does indeed show the NVidia and the Thunderbolt in the same box so I think I am okay there. So I think my next step is to try a different adapter.
BTW under Documentation Dell has.... nothing. Not sure how they manage to not have manuals for anything although clicking around I did find a service manual...
