Newegg has RTX 3070 Ti for $650 currently.
If you can`t afford better then I would go with RTX 3060 Ti, my own personal experience with drivers has always been better with Nvidia and you have better ray tracing support.
A 3070 Ti costs $700+ with taxes
Anyway, I'll consider 3060 Ti for drivers.
Can`t really tell about comparison, FSR is new and last time I had AMD card was three years ago. Can probably find some comparison video on YouTube.
If pricing on the RTX 3060 Ti is a bit lower, than either are a good choice. If pricing is around the same for both, or worse if it's higher for the RTX 3060 Ti, then I'd say the RX 6700 XT is the favorable option.
FSR isn't exclusive to AMD like DLSS is to nVidia (and even then you need a high enough generation). I have a GTX 1060 and was able to use it Asterigos, which is amusing because no DLSS version will work on my GPU.
I'm very partial to native rendering when I can, but when I did try FSR, it was pretty nice. I would have had to lower settings in that title to a point it somewhat (though not drastically) compromised the look, at least on some details. With FSR I was able to maintain pretty near the highest settings.
