I cleaned it
I removed the dust and gunk interfering with the buttons and encoder wheel.
Then replaced the feet and it was good as new.

Though I think my problem is software related, like something corrupted in Windows or a CPU problem.
Screws are normally hidden underneath the feet of the mouse, or covered by at sticker or label.
i can get switches and encoder for under $1 ea (cherry or omron)
depending on the mouse, it can be $50-100+ to replace
i would never use a stick 110/220v iron again
when you can get a good t12 iron for $50-75
