Is my bottleneck bad?
Hi, my dad recently gave me a Dell XPS 435T, it had a i7 920 @ 2.67 ghz. So I slapped a GTX 750 TI on there, and its been running well. While when I checked my CPU usage, it was around the 80s-90s in csgo max settings. While playing GTAV on lowest settings on 1080p is at 100% with an average of 48 FPS. I've tried overclocking but I didn't seem to find a single thing about overclocking or changing speed in my BIOS. So I really wanted to know if my bottleneck is really bad, and if so, should I get a new motherboard and maybe a new cpu to overclock? Thanks!

Perhaps you can look around for a used i7-970 six-core CPU.

I would never suggest a 'budget' Motherboard and CPU as a replacement for a last gen high end system.

You can pick up a used i7 960 for £50, that is your 'Budget' option. You can pick up a decent X58 motherboard for £100, but it's an upgrade with a bit of a dead end for the money you'd be putting down as you can get the Z170-A Skylake board for £100, but you'd also need at least £150 for an i5 CPU and another £50 for 8GB DDR4. You could probably make up the difference by selling your board, CPU and RAM as a bundle for around £100 making the cost to change around £200.

Well, you could get an i3-4160 + H97 motherboard for around $200, then upgrade to an i7 later on. But the problem is the OEM version of Windows Vista or 7 (whatever it is) cannot be transferred to a new motherboard and thus you need to buy Windows 10. That's another $120 you will need for a new OS.
