any cooler enough for the 120-140w cpu will require you to remove the mobo to install it
but the stock cooler should be fine, id try cleaning it first with an aircompressor or cans of compressed air

The problem is not that your CPU can't do well overall, but your GPU is lacking.
GTX 750 is simply not good for 1080p gaming; especially for more demanding games like GTAV
You have an OEM pre-build system = means no OC options are in the BIOS, especially on those much older OEM setups. Their Motherboards were made without such options available.
Save up more $, as $200 is not enough for decent enough Motherboard & CPU.
Look at LGA-1150 Motherboard & around i5-4690K; then re-use your existing DDR3 RAM, if you have enough RAM.
But... your motherboard cannot overclock so your options are to upgrade the CPU to a 960 (4x3.2GHz), 975X (4x3.33GHz), 970 (6x3.2GHz) or 980X (6x3.33GHz) or to replace the motherboard and clock your CPU as high as you can.
If you are upgrading MB & CPU then don't get anything less than a Skylake/DDR4 system.

GTX750ti is definitely holding it back.
It's a pretty old processor by now at 7,5 years old, best processor for the motherboard which is an i7 is the 975 Extreme edition.
Xeon W3540, W3550, W3565, W3570, W3580 would be the similar Xeons.
Xeon W3670, W3680 and W3690 are hexacore processors with the same socket.
X5570, W5580, W5590, X5667, X5672, X5677, X5687 and so on were even newer ones on the same socket. I don't know whatver the motherboard will happily accept them.
Newer six-core: X5675, X5680, X5690.
Seem like the X5680 is available on Ebay for $225 with "buy it now", but I don't know if it works!!
Six core 3.33 GHz, I also don't know how good it is, an i5 6500 cost less, it's only quad-core but newer and NEW whereas the Xeon is used. A completely new and modern processor would of course require a different motherboard too.
Someone likely know their things better. The i7 920 is quad-core 2.66 GHz.
You can pick up a used i7 960 for £50, that is your 'Budget' option. You can pick up a decent X58 motherboard for £100, but it's an upgrade with a bit of a dead end for the money you'd be putting down as you can get the Z170-A Skylake board for £100, but you'd also need at least £150 for an i5 CPU and another £50 for 8GB DDR4. You could probably make up the difference by selling your board, CPU and RAM as a bundle for around £100 making the cost to change around £200.
