No it's not, that is wrong info. It's likely that he has an overheated CPU and installed the CPU cooler wrong in which case he needs new CPU paste.
Your games prefetching in-game data too slow? Put it on SSD. Dont have SSD, well then your whole system is slow, get one.
Passmark will benchmark your pc and rate each component against other pc's of same config. If you run this when pc is running normally and keep the ratings, they can always be referred to later to see if something has slowed down.
MSI Afterburner will show what is happening in real-time on screen - temperatures, fps, loads for each core. (Config guide on youtube).
The GTX970 won't be an issue. It will just run at less than 100%. It doesn't affect the cpu performance. Where it could screw up is the 3.5 GB memory issue. Afterburner should show if the memory usage goes over 3.5GB.
Possible issues - NVIDIA drivers, bios settings changing when pc crashed, virus (run malwarebytes), HDD errors, some other process running, Steam client (try playing when offline), Windows 10 updates.
(Also, in the My Baselines menu there is an option to search the passmark database for comparable systems (free for 30 days after installing the software). Keep this in mind when problem is fixed.)

So as Alex says, check cpu temps.
CPU-Z in the bench menu can stress test the cpu and show the results on screen. If you open HWMonitor side by side you can see the temps, clock speed, % utilisation, cpu fan speed.

In my bios (ASUS mobo) there is a menu option to reset everything to defaults. I'd try that as it only takes a minute or two.
I would also remove the cpu, memory, SSD etc and reseat them, and any plug-in cables. I'd do the cpu and memory first.
